HR Specialist
Houston, TX · Full-time · On-site
About Us
Stream Environmental is a Houston-based environmental services company specializing in used oil recycling, waste disposal, transportation, and field services. We run a diverse truck fleet and a team of 20+ CDL drivers, and we’re committed to fast, reliable service and to converting waste streams into recyclable energy wherever possible.
The Role
We’re looking for a hands-on HR Specialist to manage the full employee lifecycle in a safety-sensitive, highly regulated workplace. A core part of this role is keeping our driver workforce compliant with DOT, FMCSA, OSHA, and Texas requirements, alongside general HR functions such as recruiting, benefits, payroll support, and employee relations.
Responsibilities
- Driver compliance: Maintain Driver Qualification (DQ) files under 49 CFR Part 391, including applications, MVRs, road tests, prior-employer safety checks, and annual reviews.
- Drug and alcohol program: Administer the DOT testing program (49 CFR Part 382), including pre-employment, random, post-accident, and reasonable-suspicion testing. Manage FMCSA Drug & Alcohol Clearinghouse queries and work with our third-party administrator.
- Expiration tracking: Track CDLs, endorsements (including HazMat/Tanker), medical examiner’s certificates, and required training so nothing lapses.
- Audit readiness: Prepare for DOT compliance reviews, roadside inspection follow-ups, and state audits, and keep records organized and retrievable.
- Recruiting and onboarding: Recruit and onboard CDL drivers, technicians, and field staff, with a focus on reducing driver turnover and vacancy time.
- Safety and training: Partner with operations and safety leadership on OSHA recordkeeping, HazMat and HAZWOPER training records, incident documentation, and workers’ compensation claims.
- Benefits and leave: Administer benefits, payroll inputs, leave (FMLA/ADA), and personnel records in our HRIS, and produce compliance and workforce reports in Excel.
- Employee relations: Handle employee relations, performance management, and policy enforcement consistently and confidentially.
Qualifications
- 3+ years of HR experience, preferably in transportation, waste management, logistics, or another DOT-regulated industry
- Working knowledge of FMCSA regulations, DOT drug and alcohol testing, and the Clearinghouse
- Familiarity with OSHA recordkeeping, FMLA, and Texas and federal employment law
- Experience with HRIS/ATS platforms; strong Excel skills
- Highly organized and deadline-driven, with excellent discretion around confidential and medical records
- Comfortable working directly with drivers and field crews, not just from behind a desk
- Preferred: PHR/SHRM-CP, DOT compliance or DER training, or experience supporting a DOT audit
